Josephine Liu
Josephine is a Tech Policy Researcher partnering with governments, tech companies, and policy organizations worldwide to establish governance frameworks for the safe development, deployment, and competition in emerging technologies, such as AI and nuclear innovation.
She understands that clear policies and geopolitical stability are essential to addressing large-scale global risks driven by rapid technological growth and is dedicated to crafting strategies that balance safety and innovation.
Her professional journey includes roles at the Council of Europe, the United States Senate, and the New York State Congress, alongside collaborations with prominent NGOs such as CDRF, the UN, and the World Economic Forum. She has led initiatives in policy advocacy, budget management, strategic planning, program development, legislative research, and cross-functional collaboration with experts and high-level stakeholders.
Fluent in English, Chinese, and French, Josephine holds a Master of Arts in International Relations from the University of Chicago and a Bachelor of Arts in Political Science and International Relations from Syracuse University.

The project explores how emerging technologies influence great power competition through Matrix Theory, analyzing their exponential impact on national power. Employing diverse methods—interviews, case studies, and surveys—it bridges academic and practical insights, highlighting technology as both a driver and amplifier of strategic dominance.
Multinational corporations are reshaping state sovereignty in the digital age by leveraging their control over innovation and emerging technologies. This project explores how these corporations are taking proactive roles in politics, shaping policies and global governance. The ethical implications of this shift are profound, raising questions about democratic accountability, public interest, and the balance of power between private enterprises and sovereign states.
