Yuyin (Josephine) Liu is a distinguished leader in AI safety, security, and governance, shaping global policies on emerging technologies. With extensive experience advising governments, international organizations, and industry leaders, she plays a critical role in developing AI and international regulatory frameworks that balance safety and innovation.

Ms. Liu was appointed as the Chief Commissioner of the Public Policy Committee at the Asia-Pacific Artificial Intelligence Association (AAIA) in February 2025. She is also affiliated with the Association for Computing Machinery (ACM), the Center for AI and Digital Policy (CAIDP), the United Nations (UN), and the World Economic Forum (WEF). Her expertise spans high-level policy development, international strategy, and public-private sector engagement, addressing not only the evolving power dynamics between governments and major technology firms but also the geopolitical instabilities caused by AI.

Josephine is actively leading research projects on AI governance, cybersecurity, and geopolitics, with two prestigious research initiatives: Big Tech vs. Governments and Technology in Great Power Competition. Her work, recognized by the International Studies Association, explores how AI’s rapid integration into global markets impacts security, regulatory compliance, and economic resilience. She examines AI-driven financial systems, cloud infrastructure, and compute governance, offering strategic recommendations to policymakers and industry leaders on mitigating AI-related systemic risks. Her research has been funded by the University of Chicago, supporting efforts to navigate the intersection of technological dominance and international security.
